But questions about the so-called rent-to-own trade are being raised now that an early mover in the space,??????????, hedge fund giant Och-Ziff Capital,ARCAFUTURA, is looking to cash in its chips now and is abandoning the idea of operating foreclosed homes as rental properties for years to come.Now we?re not quite ready to declare the foreclosed home rent-to-own trade is dead as the tireless, prolific financial bloggers atdid in a good riff on our exclusive story on Och-Ziff?s decision. But Daniel Och?s concern that the income to be generated from renting out foreclosed homes may not be as high as originally anticipated bears close scrutiny because it could spell trouble for other hedge funds, private equity firms and smaller money managers counting on rental income to generate an annual 8 pct or greater return on investment.Way back in March,EMPORIOARMANI, when we first wrote about all the big money that was racing into the foreclosed home market,?????, we noted that some were concerned that a lot of the newer entrants might not really up to the challenge of managing and renting single-family homes for the long haul. Historically,PHASE ONE, the business of buying,KEITH VALLER, rehabbing and renting foreclosed homes has been a mom-and-pop endeavor, conducted by people with strong community roots. The skeptics wondered whether institutional players were too blinded by the potential to capture yield and overlooking the challenges that comes with bringing often vacant foreclosed homes up? to code and habitable conditions.If the potential to rake in a consistently solid return from renting out single-family homes is disappearing, that could also spell the end of the federal government?s experiment to sell-off Fannie owned homes in bulk sales. The whole premise of the program sponsored by the Federal Housing Finance Agency was to find big money managers willing to rent single-family homes for at least three years before selling them. If rental yields are shrinking due a combination of rising operating costs and slower growth in rent prices, then the bulk sale trade looks less attractive.That said,Kentex, there doesn?t appear to be any let-up in the interest in the foreclosed home space. Every other week there is another conference about investing in foreclosed homes. Earlier this month,ADIDAS, Americatalyst sponsored a closed-to-the media forum in Austin, Texas,HUNTING WORLD, attended by all the big shots in this market, where the hot topic was ?Renting the Future.? And new funds managed by lesser-named money managers seem to crop up every day.Private equity giant Blackstone Group already has spent over $1 billion gobbling up foreclosed home in Florida, California and Arizona and shows no sign of stopping.The thing is if the rent model is slipping away as a reliable income generator, the pressure to flip these homes as fast as possible grows. And if the foreclosed home space simply becomes a race to flip homes faster and faster, it could mean operators will be tempted to cut corners on needed renovations and simply set the stage for one set of speculators to replace another set of speculators.As we have all year, we?ll keep on this market for the latest twists and turns. il 12/09/2013 @ 10:06 | COLUMN-Disability is the other Social Security fight we need to have nowBy Mark MillerCHICAGO, Sept 5 (Reuters) - The year 2035 is far off in thefuture - and that's one reason Congress has kicked the can downthe road so many times when it comes to Social Security reform.The program's retirement trust fund is projected to bedepleted that year,????????, requiring sharp cuts in benefits if nothingis done. Closing the shortfall calls for tough choices thatinvite political procrastination - revenue increases,?????, benefitcuts or some combination of the two.Then there's 2016, which is just around the corner. Congresswill need to take action by then if it wants to avert painfulbenefit cuts in the retirement program's first cousin - SocialSecurity Disability Insurance,MONTRES DE LUXE, or SSDI.SSDI and the Old-Age & Survivors (OAS) retirement programsreally are joined at the hip. Both are social insurance programsdesigned to protect against the risk of lost income - one in theevent of retirement, the other,??? ?????, disability. They also share afunding source: the payroll tax. The retirement program is muchlarger; currently,?????? ??????, workers and employers pay a combined 12.4percent employees' payroll, with 10.6 percent going to theretirement fund and 1.8 percent toward disability.SSDI's trust fund will be depleted in 2016, which wouldtranslate into a 20 percent cut in benefits to nine milliondisabled people and an additional 2 million dependents who relyon benefits from it.The problem, and its solution, are right in front of us, buteasily avoided. All Congress needs to do is reallocate a smallportion of payroll tax revenues from the retirement to thedisability program. Reallocations have been done at least sixtimes in the past- most recently in 1994 - with funds moving inboth directions. These reallocations have not beencontroversial, and this time around, a shift of just 1/10th of 1percent would equalize the long-range outlook of the two trustfunds,?????????????????????, according to Stephen Goss, the Social SecurityAdministration's chief actuary.But this time could be different. Congress is headed towardanother dangerous game of chicken over the debt ceiling, andRepublicans likely will try to insist on entitlement programcuts as part of a deal.The disability program already has been the target for abarrage of criticism from the right and some media outlets,which have argued that SSDI is running amok. The basic narrativeis that SSDI is rife with fraud and that out-of-work babyboomers too young for retirement benefits are freeloading bygetting disability benefits.All of which suggests that SSDI could fall victim topolarized fiscal politics in Washington, with very real anddifficult consequences for disabled Americans.There's no doubt that a program the size of SSDI is subjectto some abuse. There also may be some sensible ways to reformthe program to give people incentive to get back to workfollowing a disability,GSX.It's also true that the disability rolls have been growing.This year, the program is paying benefits to 9 million disabledworkers, up from 5.9 million in 2003.DISABLED BY DEMOGRAPHICSMost of the growth is due to simple demographics. The boomercohort has moved into the years when they are more likely to bedisabled. The rates double from age 40 to 50, and again from 50to 60, and the sharp jump in female labor force participationrates means more women are covered by SSDI, as well.SSDI's costs also have been boosted by the retirementprogram's rising eligibility age. SSDI beneficiariesautomatically move to the retirement program when they reachfull retirement age. That age is rising gradually, from 65 to67. The current retirement age of 66 kept an additional 400,000people age 65 to 66 on the SSDI rolls for an additional year in2011, according to the Center on Budget and Policy Priorities.Contrary to the freeloader narrative some Social Securityopponents want to promote,Coach ??????, many SSDI recipients are juststruggling to make ends meet.A recent Urban Institute paper found that the SSDIpopulation has lower lifetime income and accumulates lesswealth. SSDI provides a majority of family income for nearlyhalf of all recipients and more than two-thirds of unmarriedbeneficiaries. The average monthly check in 2011 was $1,FUJIFILM,399 formen and $1,078 for women. SSDI replaces, on average,new balance, half ofwhat beneficiaries earned before they entered the program.Poverty rates are highest for younger disability recipients- 31 percent of beneficiaries age 31-49 had family income belowthe federal poverty line. Older recipients (age 60-64), were 1.6times more likely to live below the poverty line.Reallocation is the right thing to do - it won't worsen thecombined OAS/SSDI long-range short-fall and it would giveCongress more time to take a considered approach to theprogram's overall financial needs.
